尊重智慧財產權，著作人就其著作專有重製及公開傳輸之權利，掃描、影印、下載或上傳他人著作，涉及重製、公開傳輸等著作利用行為，除有符合著作權法第44條至第65條規定之合理使用情形外，如欲利用他人著作，應取得著作財產權人之同意或授權，始符合著作權法的規定。

Respecting intellectual property rights, authors hold exclusive rights to reproduce and publicly transmit their works. Scanning, photocopying, downloading, or uploading the works of others, which involve actions such as reproduction and public transmission of the works, unless in accordance with reasonable usage circumstances as specified in Articles 44 to 65 of the Copyright Act, if one intends to use the works of others, they should obtain the consent or authorization from the copyright holder to comply with the provisions of the Copyright Act.
